The Communication highlights the need to substantially reduce youth unemployment and improve the quality of jobs. All young people, and Europe as a whole, need to have the skills and opportunities to work productively for economic and social well-being.

Key to young people's full participation is access to a good job which also requires qualitative and relevant education. Promoting full participation of young managers, entrepreneurs and workers is also a key component in building innovative, knowledge based and internationally competitive EU economies.
