The success of current reforms in vocational education and training depends largely on the people responsible for transforming policy into practice. Cedefop’s latest working paper argues that we need to better understand how leadership can help implement reforms and secure the quality of vocational education and training.
The past few years have seen changes in the governance of vocational institutions, such as decentralisation, new ways of financing, and the introduction of quality assurance systems. These developments have affected the roles, work tasks and competence requirements for leaders in the field. This paper looks at selected European countries to discover how these tasks have changed, and what kinds of qualifications and continuing professional development are now required for leaders in vocational education and training.
