The subsidies granted under the terms of this announcement were intended to finance training plans that met the needs of the job market, the requirements of companies for productivity and competitiveness and the aspirations of workers for professional advancement and personal development.
The budget for financing these training plans was EUR 431 million, with possible co financing from the European Social Fund of at least EUR 90 million.
The subsidised training plans could be of three types:
a) Cross-sector training plans made up of training actions designed to teach transversal competencies to various sectors of economic activity or specific competencies within one sector to recycle and retrain workers from other sectors, including training designed to train them to carry out the duties performed by workers’ legal representatives.
b) Cross-sector training plans intended for workers and partners in the social economy, provided that they provide an economic activity.
c) Cross-sector plans intended for self-employed workers.
d) Sectoral training plans made up of training actions designed to train workers from one specific productive sector that aim to develop training actions of general interest to that sector and to satisfy its particular training needs.
The bodies that could apply for these subsidies were:
a) To implement cross-sector training plans: national employers’ and trade union organisations representing a cross-sector of activities.
b) To implement cross-sector training plans intended specifically for different groups of workers and partners in the social economy: confederations and federations of cooperatives and/or employee-owned companies and organisations that represent the social economy, which must be cross-sector and well established nationally.
c) To implement cross-sector training plans intended specifically for groups of self-employed workers: national, cross-sector associations representing self-employed workers.
d) To implement sectoral training plans: employers’ and trade union organisations representing the appropriate sector at the national level, and joint bodies created as part of or that come under national sectoral collective bargaining.
