At the meeting of the European Council in Lisbon in 2000, the Heads of Government agreed to make the European Union the world's most competitive and dynamic knowledge-based economy by 2010. The Ministers of Education drafted a work programme as a contribution to the Lisbon target.

The European Union is taking into account the increased significance of education and its contribution to integration and innovation. A modern future-oriented education policy can only be shaped bearing in mind European and international developments.
