A total of 10 new VET school networks were set up by the National Centre for TVET Development between April 2019 and March 2021 to strengthen institutional capacity and develop the quality assurance culture in initial VET.
New six-month apprenticeship programmes have become available in Romania for low-qualified people and for those who left school without any qualification. The programmes mainly support integration in the labour market and do not require prior formal qualifications.

In 2018, the Erasmus+ Fit2Com Skills Alliance project created, piloted and certified a new ’expert in comfort & healthy footwear manufacturing’ EQF level 5 qualification and corresponding training. It aims to address the demand for comfortable, healthy and fashionable footwear in the project partner countries of Germany, Spain, Portugal and Romania.
In November 2016, following amendment of Law of National Education, a dual-based programme was introduced in initial VET. Since then, the National Centre for TVET Development (NCTVETD) has started to set out the necessary methodological framework for the organisation and implementation of the new IVET programme.
