Mobility, whether geographical or social, is not only a citizen’s right – it can also help to fill skills gaps between sectors, region and countries. Cedefop’s work on common EU tools helps make it possible for people to use their skills and knowledge in different places and different sectors.

Making qualifications mobile

The European Qualifications Framework EQF) acts as a translation grid which links countries’ qualifications systems and thus makes them more understandable to each other.  National frameworks linked to the EQF also aid mobility between higher and vocational education. In addition, the European Credit System for vocational education and training (ECVET)  helps  individuals who are interested in acquiring a vocational qualification move between countries.  This, in turn, is linked to the concept of learning outcomes on which the qualifications frameworks are based.

Putting mobility to work

The best known Europass documents are the European CV and the Language Passport, both of which are intended to aid mobility. But Europass also includes a dedicated instrument: Europass Mobility is a record of any organised period of time that a person spends in another European country for the purpose of learning or training.  This can include a work placement, an academic turn, or a voluntary placement in an NGO.
