The first meeting of the working group 2 took place in Brussels on 18 May 2017 to convene its work programme 2017-20.

Participants subscribed to the Community’s overall motto: Think European Act Locally and agreed to the Community’s principle to operate in full respect of institution diversity, priorities and approaches. They also agreed that work should depart from VET-providers’ priorities in the specific field and be based on their own experience and know-how.

The working group 2 confirmed that it will work through information sharing and expert cooperation with the aim to formulate concrete practical guidelines on how best to support VET-providers in meeting mobility-related challenges.

In parallel the working group’s reflection will be enriched through the outcomes of relevant EU- funded projects, Cedefop work on transnational mobility of apprentices and students in initial VET (IVET) and the EU Commission related policies.

The group agreed to focus on the mobility of VET-school administrators, managers, teachers and trainers still underdeveloped in comparison to students/learners’ mobility. In this way, the group work was complementary to the Cedefop Mobility Scoreboard project.

The group defined the following holistic action plan:

  • Definition of preconditions and factors supporting transnational learning mobility and cooperation among European learning providers;
  • reflexion on the quality of VET students’ learning mobility and its contribution to the further Europeanization of education and VET;
  • definition of roles and competences of schools/VET institutions (leaders and staff) as agents of learning mobility;
  • Impact on VET-institutions’ management of transnational learning mobility.

The working group 2 endorsed the same tentative work schedule as the other two working groups (1 and 3) of the Community. It agreed namely to:

  • devote 2017 to the consolidation of the group’s composition, to taking stock of what exists and to the identification of the necessary documentation;
  • focus 2018 and 2019 on the selection and prioritisation of the issues to be addressed, definition of the content, on the mapping and analysing of interesting cases and on starting drafting practical guidelines to be addressed primarily to VET-providers and the EU Commission;
  • Use 2020 for finalising and diffusing the group’s work outcomes.

However and in order to be able to feed in the revision process of the Riga Conclusions, the group is aware that it should make its suggestions available to the European Commission by end 2019.
