In 2018, the National Centre for Technical and Vocational Education and Training Development ran a campaign to enrol more learners in initial vocational education and training (VET) from 2018/19. It comprised local, regional and national actions targeting potential students, parents and the community as a whole.

Companies actively engage in VET, acknowledging benefits for learners and themselves; they take part in consultations and provide training for learners. This includes dual VET, a form of the three-year VET programmes leading to EQF level 3 qualifications that is relatively new to Romania. The training offer takes into account demand from companies interested in providing practical training for learners and in hiring future graduates. This year 14% of all learners in the three-year VET programmes will have the opportunity to enrol in dual programmes.

Companies take full responsibility for practical training in dual VET. They also participate in school management boards and support learners with an additional monthly allowance equal to, or more than, that provided by the government.

Local authorities also play a crucial role in the process. They engage in school-company partnerships, strengthen cooperation, raise awareness about local labour market needs and support school and employer trust.
