Each economic sector demands a specific set of learning outcomes. Sectoral qualifications frameworks (SQF) are the detailed sector-focused components of the Polish qualifications framework (PQF).

They are tailor-made tools consisting of level descriptors for the sectors, ‘translating’ the PQF into a sector’s own vocabulary. The development of SQF in Poland is based on a ‘by the sector for the sector’ approach, which actively engages sectoral stakeholders in developing the framework for their respective sector.  

Following the banking, tourism, sport, telecommunications and IT sectors, the construction sector SQF is being developed. A consortium of trade unions, employers’ organisations and the National Research Institute for Technology are involved in:

  • defining the sector and its key areas (such as construction and assembling activities);
  • defining factors that influence the construction investment process;
  • developing an initial proposal of the SQF for levels 2-8.

Currently, the proposed SQF is under consultation with stakeholders. It will become a tool supporting human resources management, especially in assessing workers’ competences at sectoral and company levels. It will also support the development of new qualifications in the construction sector, based on the identified demand for competences.
