The second Cedefop policy learning forum (PLF) on defining and writing learning outcomes for VET qualifications will take place in Thessaloniki on13-14 October 2016.

Building on the positive outcomes of the first PLF organised in 2015, our aim is to strengthen the exchange of experiences related to the writing and use of learning outcomes in VET. While the learning outcomes approaches are now firmly embedded in the majority of European VET systems, mutual learning across national and institutional borders is still limited. The first PLF emphasised the need for a more permanent ‘community of practitioners’ that will act as a platform of exchange and will be supported by research.  

In the same vein, the second PLF will require active participation from participants before, during and after the event.  Cedefop’s ‘Handbook on writing learning outcomes’ will be the main focus of the forum. This handbook, partly based on the findings of the 2015 PLF, can potentially become a reference point for cooperation in this area. Participants will be invited to reflect on it and provide examples and experiences.

Another input to the discussions will be the initial findings of the comparative study of 10 learning outcomes based VET qualifications currently being carried out in 25 countries inside as well as outside Europe. The data from this study will provide an evidence for discussing the strengths as well the weaknesses of existing applications of learning outcomes in national VET systems.

The PLF targets national and sectoral experts directly involved in the writing of learning outcomes for VET. Note that the number of participants will be limited: an early indication of interest in the event will therefore be appreciated.
