The Cedefop workshop on developing and implementing skills foresight and skills anticipation methods is a key deliverable of the country thematic review of the skills anticipation and matching system in Greece.

The review was carried out by Cedefop in cooperation with the Greek Ministry of Labour, Social Insurance and Social Affairs and a National Steering Committee, comprised of key Greek stakeholders, over the period January 2017-July 2019.

Main insights from the Cedefop country thematic review in Greece is the need to invest further in systematically developing skills anticipation methodologies that can provide in-depth information on new/emerging technologies and skill needs and to link them more effectively with strategic policy decision-making.

To address this need, the objective of the workshop was to provide an overview of the underlying principles and methodologies of skills anticipation, with emphasis on technological/skills foresights, to assist national policy makers, stakeholders and practitioners in designing and delivering effective information services and policy responses.

The main learning outcome of the two-day event was to enrich participants’ knowledge of key skills anticipation methodologies, such as skills forecasting, use of Big Data methods and, in particular, technology/skills foresights.

During the workshop a high-level panel session also took place with the presence of influential policymakers, including the Governor of the Greek Public Employment Service (OAED), the Director of the National Institute for Labour and Human Resources and Directors of the VET and active labour market policies units of the Ministry of Education and Ministry of Labour. At the panel, the high-level experts discussed the key requirements and challenges for the effective application of labour market information to the design of strategic economic, employment and educational policies in Greece.

The workshop was organised by Cedefop in collaboration with a network of external experts from Fondazione Giacomo Brodolini, Economix and Panteia. The main instructor of the course was Dr. Effie Amanatidou (Manchester Institute of Innovation Research).

Approximately 50 national stakeholders involved in the design and implementation of skills anticipation activities in Greece (officials from ministries and research agencies, employers’ organisations, employees’ organisations, research institutes and universities, regional and local authorities)  registered to participate in the workshop.
