Although Europe is already one of the worlds most energy efficient regions, it can go much further. In its 2005 Green Paper on Energy Efficiency, the Commission showed that up to 20% of EU energy use could be saved: equivalent to spending as much as 60 billion less on energy, as well as making a major contribution to energy security and creating up to a million new jobs in the sectors directly concerned.
