The Ministry of Education and Culture has decided to restructure upper secondary education and training and liberal adult education from 2014 to 2016. This consists of the education providers’s network, the qualifications system and financing upper secondary education.

The restructuring aims at strengthening prerequisites of education providers better to meet needs of students and the world of work. Lack of sustainable public support is decreasing the education sector’s resources. Structures therefore need to be renewed to make education and training more effective.

As a rule all education providers should offer education and training in all education fields. This enables education providers to develop their supply of education and training programmes flexibly and effectively according to needs of both students and the world of work.

The funding system will be restructured at the same time. A proposal for a new funding system will be presented in 2014 and new legislation will come into effect at the beginning of 2017.

New legislation on vocational education and training’s qualification structure has already been approved and comes into effect on 1 August 2015.
