The purpose of the programme called ‘KUTSE’ (a play on words, meaning profession/calling/call) is to create opportunities for vocational education students whose studies have been disrupted, to finish up their studies. The programme is funded by the European Social Fund and the State.

The programme started last year. Two main conditions have now been modified: the requirement that 50 % of the curriculum should be fulfilled and the length of period when studies have been disrupted. According to the new terms, students who have discontinued their studies during 2000-2010 in institutions of vocational education and institutions of professional higher education that provide vocational training, can continue their studies. And now only 35 % of curriculum must be fulfilled. To make it more flexible, RPL principles (Recognition of Prior Learning and Experience) allow the schools to take into account the previous work experience.
