This proposa for Decision establishes the Community Programme for Employment and Social Solidarity, called Progress, to support financially the implementation of the objectives of the European Union in the fields of employment and social affairs, as set out in the Commission Communication on the Social Agenda, and thereby contribute to the achievement of the Lisbon Strategy goals in those fields.
