Aims of policy/initiative
The main aim of FUORI SCUOLA is to support early leavers from education and training to qualify in upper secondary education.
More specifically, the objectives of the project are:
- school / training orientation;
- reintegration into formal educational pathways of professional training;
- professional guidance;
- inclusion in the labour market;
-development of personal and social skills;
This is a network project aimed at fighting early school leaving at the local level of provinces.
The initiative is promoted by the Province of Vicenza, in partnership with CPIA (Provincial Center for Adult Education in Vicenza), CPV and in collaboration with the Municipalities of Vicenza, Chiampo, Lonigo, Romano d'Ezzelino, Tezze sul Brenta , with ULSS n. 6 Vicenza, UIL Vicenza, UST CISL Vicenza, CGIL, Confsal-Fe.N.A.L-Di.C.C.A.P, Confartigianato Vicenza, Northeast Casartigiani Business Association Vicenza, Confindustria Vicenza, Upper Secondary Vocational Institute “G.B. GARBIN”.
The project intends to reengage early school leavers through basic training modules, professional workshops, artistic/creative workshops in cooperation with the Province of Venice with CPV, municipalities and business associations.
The project provides exclusively laboratory-type activities.
It is divided into pathways that are developed in three modules, each of which deals with different aspects of the development of the individual’s competences and skills: 1) basic and citizenship skills, 2) professional skills and 3) personal and social skills added to introductory (welcoming) and listening activities and orientation.
The project can be offered in a personalised way as the modules can be activated in parallel and the composition of the groups can be variable of the pathway and personal attitudes.
Features and types of activities implemented
The innovative pathways proposed are tailor-made and modulated on the following opportunities:
1) Basic training module -375 hours - which allows young people to acquire and complete the 10 years of compulsory education. The activities include lectures and distance self-training to develop linguistic, informatics, mathematics, active and transversal citizenship skills. The hours can be modulated on the basis of recognisable credits.
2) Professionalising workshop - 80 hours - with practical tests of "Digital Manufacturing" for the creation of an artefact with hand drawing techniques and 3D CAD software, also realising prototypes in various materials. The activities are carried out by Fondazione Centro Produttività Veneto
3) Artistic / Creative Workshops - 50 hours - to perform theatrical activities to develop expression skills. There will also be an "Orienteering" activity to further promote the development of social and personal abilities.
Participation is free and leads to the recognition of attendance to individual activities through participation certificates.
Young people who have not reached ten years of schooling and who wish to have recognised attendance for the purpose of fulfilling the educational obligation, must participate in at least 75% of the complete course.
Beneficiaries have the opportunity to be supported by licensed psychologists and counsellors and to have a vocational guidance service with career experts.

Evidence of effectiveness of the measure
The project has been an experimental activity to support the recovery of early leavers who are not included in any formal pathway. The implementation of the project on a provincial basis, in close collaboration with the relevant educational institutions and the Provincial Centres for Adult Education has been successful. The interventions to reduce and prevent early school leaving were proved to be effective.
The project reached out to dropouts and was successful in engaging them in project activities (80% completed the project pathway) nearly 50% of them returned to school.
