OVERALL COORDINATION OF IVET MOBILITY POLICY
Part of IVET mobility policy is coordinated, and it is planned to make coordination comprehensive. On 1 July 2021, the Directorate for Higher Education and Skills was established (HK-dir). This was a result of a merger of the Norwegian Agency for International Cooperation and Quality Enhancement in Higher Education (Diku), Skills Norway, and Universell, as well as parts of Unit and the Norwegian Centre for Research Data (NSD). In Norway, coordination is done between public bodies (The Norwegian Directorate of Higher Education and Skills, The Norwegian Directorate of Education and Training (Udir) responsible for the mobility tools (EQF, ECVET, EQAVET, Euroguidance, ReferNet, Europass, Erasmus+). Representatives from the concerned bodies have initiated informal meetings two to four times a year with The Ministry of Education and Research to keep each other informed about the latest developments concerning the implementation of the mobility tools. The network has also co-organised annual seminars on mobility directed at VET providers. These seminars usually provide annual updates of topical interest on the national development of mobility tools. This is to ensure coordinated implementation of the mobility tools.
The coordination of IVET mobility policy is done at national level but is also a theme discussed between the Nordic countries. The Nordic countries have agreed to give equal access for learners at upper secondary level to general education and vocational training in any of the Nordic countries. The agreement came into effect in March 2008 (2).
