The scheme is run by Malopolskie Region. Small and medium-sized enterprises can apply for the training vouchers (for one voucher of the value PLN 90, the SME pays PLN 45). Any education and training relevant to the enterprise's needs is eligible. The project may be perceived as a pilot study of training voucher system for enterprises for the new EU-funded scheme in Poland within Regional Operational Programmes.

SME buys training voucher from the 'financial operator'. The nominal price of one voucher is PLN 90, the SME pays PLN 45 per voucher. The value of the voucher represents the value of 1 hour of training per employee. The minimal cost of 1 hour of training conducted with the use of voucher is PLN 22.5
Allocation: SME sends an application form to financial operator who verifies (within 3 days) the application and informs SME and regional job centre in Krakow about the result. If the verification is positive, financial operator grants certain number of training vouchers to the SME. SME signs a contract with the regional job centre and within 10 days is obliged to transfer money for the vouchers (45 PLN times number of vouchers granted) to the bank account of the financial operator. Financial operator sends vouchers to SME within 5 days from the receipt of payment.
The vouchers are alocated on first-come, first-served basis.
