Recent changes

Substantial changes were made in 2013 regarding the scope of the scheme. Previously, the scheme was limited to sectors with skilled labor shortages and now all sectors are included.
As of 2015 the scheme only applies to unskilled workers and unemployed. Streamlining the scheme.
