Individuals receive financial support from the State to cover their study costs. Only selected part-time programmes in higher education and training are eligible. Tuition fees must not exceed EUR 3 750 for 30 ECTS. Part-time programmes can last for either 120 or 240 ECTS. Persons without a higher education degree can apply for the grant. They receive vouchers for EUR 1 250 for each 30 ECTS. The remaining share of the fees is expected to be covered by the individuals and/or their employers.

Part-time programmes offered by higher education institutions (associate degrees of 120 ECTS or a bachelor programme of 240 ECTS) with associated costs of not more than 3750 EUR per 30ECTS. Higher education institutions can apply for their part-time programmes to be part of the experiment if they belong to one of 27 fields of study which are currently in short supply (including health and welfare, and technical fields of study).
A definitive selection of eligible programmes - to be made by the Ministry of Education in the fall of 2015.

Employed person who enrolls in the eligible programme gets a voucher of EUR 1 250 per 30 ECTS; it is envisaged that the rest will be shared between learner and employer.
Given that only programmes with fees below EUR 3 750 per 30 ECTS are eligible, the minimum co-funding share is 33% (and more, when fees are lower than the set maximum).
