Lithuania: kursuok.lt strengthens targeted learning support and adult career guidance

Broader learning/training opportunities and targeted support

The kursuok.lt platform publishes a wide range of learning offers for the development of general and occupational competences, allowing individuals to choose programmes according to their needs and circumstances.

Since November 2025, the platform has incorporated Public Employment Service (PES)-funded training measures, complementing the previously established individual learning account model.

Currently, learning on kursuok.lt can be financed in several ways:

• through personal funds;
• via a state-funded learning voucher of up to EUR 500;
• or, for PES clients, through participation in PES-funded training measures.

Funding is allocated on a competitive basis, with priority given to people with a reduced participation level (below 56%, indicating a higher need for support due to disability), residents of regions outside major cities, and older employed individuals.

According to implementation data published in early 2026, more than 6 300 learning contracts have already been signed using state-funded learning vouchers. Recent figures also show that 67.4% of funded participants are residents of regions outside major cities.

Currently, more than 2 800 training programmes are available on the platform, and over 24 500 individuals have successfully completed training programmes through the kursuok.lt platform.

Focus on adult career guidance: ‘Krypties kompasas’

The platform also places increasing focus on adult career guidance services through ‘Krypties kompasas’ (Direction Compass), a national adult career counselling service implemented by the European Social Fund Agency (ESFA).

The service provides remote individual consultations and a state-funded cycle of three counselling sessions for adults considering learning opportunities, career changes or reskilling pathways. In addition to individual consultations, users can access self-assessment and career guidance resources that support self-awareness, career exploration and learning pathway planning.

According to information presented during the international conference ‘Karjeros krypties kompasas 2026’ held in April 2026, nearly 1 000 adults have already used initial career consultations, while more than 500 individuals received more in-depth career guidance consultations. The conference focused on current labour market challenges, employee well-being, and sustainable career development.

Consultations are provided remotely via phone, email, chat or scheduled online sessions, helping improve access to career guidance services across Lithuania.

How the system works

The updated system is characterised by the following key features:

• unified access to learning through a single digital platform;
• multiple financing options (personal funds, state-funded learning vouchers, and PES measures);
• state funding allocated based on competition and prioritisation criteria;
• integrated career guidance services.

Individuals can independently select learning via the platform, while PES clients benefit from additional targeted funding and counselling measures. Registration for learning takes place during designated periods, after which participant lists are compiled based on predefined criteria and priorities.

Background

The kursuok.lt platform was initiated by the Ministry of Education, Science and Sport of Lithuania and developed under the project “Mokykis visą gyvenimą!” (“Learn all your life”). The project is implemented by the European Social Fund agency in cooperation with partners: Qualifications and Vocational Education and Training Development Centre, Association of Lithuanian Higher Education Institutions for Centralised Admissions, and the National Education Agency. The platform forms part of Lithuania‘s individual learning accounts system.
