In 2026, Estonia introduced a teacher career model to support professional development and recognise the value of teaching throughout a teacher’s career. The model establishes a structured pathway that promotes retention, informed career choices and the renewal of the profession. In June 2026, it was extended to general and vocational subject teachers in vocational education and training (VET).

The model links professional development to clearly defined career stages – beginning teacher, teacher, senior teacher and master teacher – and corresponding minimum salary levels. It aims to increase transparency, motivation and the attractiveness of the teaching profession.

The unified implementation of the model across general education and VET forms part of Estonia’s broader efforts to strengthen and modernise VET. It also highlights the important role of VET teachers in developing learners’ skills, supporting their transition to working life and responding to evolving labour market needs. The reform is expected to create clearer progression pathways, improve fairness in remuneration across education sectors and support continuous professional growth.

By aligning career development with pay progression, the extension to VET is also intended to help attract and retain qualified teachers, contributing to a sustainable teaching workforce and enhancing the quality of VET provision.
