Following the adoption of amendments to the Law on Vocational Education and Training in 2011, the Lithuanian Ministry of Economy has taken over responsibilities for human resource development and vocational education and training that previously belonged to the Ministry of Social Security and Labour. The Ministry of Economy will participate in shaping human resources development policy and developing and implementing VET policy; it will also organise foresight research into the demand for human resources in the labour market and disseminate the results for vocational guidance purposes. Together with the Ministry of Education and Science, the Ministry of Economy will define the structure of qualifications and VET standards and the procedure for their development and approve them. Moreover, it will regulate the formation of qualifications and the assessment of the qualifications of VET graduates. The Ministry of Social Security and Labour remains responsible for social affairs, including training for the unemployed.
