The seminar discusses the potential of EU agencies with a focus on regulatory agencies and the nominal independence most agencies have been granted compared to the political context of the national and EU administrations in which they operate. Agencies face various pressures, for example staff policy restrictions and content-related constraints. Do these pressures make sense? Do they enhance or limit agencies effectiveness and legitimacy? To what extent is it feasible to grant the European Parliament supervisory functions, and how do its political intentions work out in practice?

The seminar gives EU and national practitioners an opportunity to discuss the latest developments in EU agencies and to compare notes interactively.
