95% of companies see lifelong learning as a (very) important education policy issue in the coming years, as per a recent survey conducted among 500 companies by the platform for occupational CVET. Pure forms of classroom-based training continue to dominate in company-based continuing vocational education and training (CVET).
The 2019-23 government programme aims to increase the number of people completing upper secondary education, improve outreach, invest more in VET and promote continuing learning.
Results of a survey carried out in late 2018 show that the experience of apprenticeship graduates with schools and enterprises is predominantly positive. Apprentices are mainly motivated by professional self-improvement and a desire to obtain a professional certificate. Most graduates would recommend apprenticeships to others.

Skills Development Scotland has developed the Skills action plan for rural Scotland with the Scottish Government and other partners. The 2019-21 plan is part of the Scottish Government’s aim of providing education, training, and re-skilling to ensure a highly skilled workforce for the rural economy. Scotland’s Enterprise and Skills Strategic Board is tasked with coordinating all efforts in Scotland to improve skills and enterprise, with a view to increasing Scotland’s productivity and economic growth.
The education ministry has recently announced the first forecast of the demand for employees in vocational education occupations at national and regional levels. The forecast indicates which vocational education occupations are in demand in the labour market and national economy.
A recent study concluded that the legal position of students should be set in law; on 27 February 2019, in a Letter to Parliament the Minister for education accepted this conclusion.
Two new apprenticeship programmes aiming to address skills gaps and shortages in the biopharmaceutical sector and provide companies with an opportunity to access new talent and increase business growth were launched in late 2018, by the Minister for Communications, Climate Action and the Environment, Richard Bruton T.D. Potential learners will become laboratory assistants and technicians, will have the chance to earn while they learn and will acquire nationally recognised qualifications at EQF levels 5 and 6 (NFQ 6 and 7) upon successful completion.
