Following the Council recommendation of 22 April 2013, the youth guarantee ensures that all young people up to age 25 receive a good quality offer of employment, continued education, apprenticeship or traineeship within four months of leaving formal education or becoming unemployed. Luxembourg follows this recommendation and officially launched its youth guarantee on 26 June 2014.

The Ministry of Labour in close cooperation with the Ministry of Education is responsible for coordination and implementation of the youth guarantee in Luxembourg. The programme offers individual coaching to each participant. Coaching can take different forms depending on the participant’s profile:

  •  job-oriented: the Employment Agency (Agence pour le développement de l’emploi, ADEM), defines and carries out, together with the young, the necessary steps, support measures and training for the young to reach stable employment;
  • chool-oriented: local youth action of the vocational training service (action locale pour jeunes du service de la formation professionnelle) assists the young intending to return to school after early school dropout;
  • activation-oriented: the national youth service (service national de la jeunesse) focuses on young, particularly NEET (not in employment, education or training), who are unsure about whether and when to work or return to school. They need guidance on their future options, and they define a path towards working life together.                

The adopted concept is not rigid and can evolve following experiences of the young.

While administrators are committed to providing quality supervision, the young must in return respect the commitments given at the beginning of coaching. The young and the responsible institution sign a formal agreement. The contract is a key component of the youth guarantee process because it formalises the strategy that the young will pursue, with help of the administration, over the months to come.

The initiative will be evaluated at a later stage and adapted as necessary.
