The first meeting of the working group 1 took place on 16-17 May 2017 in Brussels to define its work programme for 2017-20.

The working group members confirmed their agreement on developing an active community with a strong brokerage function grounded at VET-providers’ and practitioners’ level, privileging demand-side and promoting practical applications. They reiterated also the Community’s overall principle to operate in full respect of institution diversity, priorities and approaches.

Participants agreed on the following principles:

  • To adopt a “learner-centred approach”;
  • to focus on technology enhanced learning (TEL) or blended learning and not on ICT exclusively;
  • to consider the training needs of both youngsters and Adults to address training in its IVET and CVET forms under the lifelong learning (LLL) perspective and as education of second chance for early school-leavers and “groups at risk” of exclusion and marginalisation.

Three fundamental values will underline the above holistic approach:

  • students are considered in their full integrity namely both as human beings and citizens (and not only as learners);
  • digitalisation affects all parts of life (not only teaching and learning) and
  • digitalisation causes constant change and questioning that pre-suppose open and reflective organisations.

The working group decided to focus on the following five work themes:

  • Enhancing teachers’ and trainers’ cognitive and pedagogical competences to cope with new approaches to teaching and interacting with students/learners;
  • Supporting VET-providers in assessing the quality of their TEL provision and related learning tools;
  • Promoting the role of TEL as education of second chance for NEETs;
  • Developing and implementing TEL-based assessment methods;
  • Defining VET-providers’ challenges in managing TEL and supportive measures needed.

The following tentative work schedule was endorsed:

  • 2017 to be devoted to consolidating the group’s composition, to taking stock of what exists and to identifying the necessary documentation;
  • 2018 and 2019 to focus on selecting and prioritising the issues to be addressed, defining content , mapping and analysing cases and starting drafting practical guidelines to the attention of VET-providers and the EU Commission;
  • 2020 to be devoted to finalising and making available the group’s outcomes.

However and in order to be able to feed in the revision process of the Riga Conclusions, the group should make its suggestions available to the European Commission by end 2019.
