Continuous enrolment in VET and personal study plans allow graduation from VET any month of the year. The Finnish National Agency for Education estimates that around 40 500 students graduated from VET in spring (the most popular time to graduate) 2021, which is 4% fewer than a year before.

In 2020/21, most VET was offered online and organising competence-based exams became a challenge, often resulting in delayed graduation. After the VET reform, more learners have also opted for partial rather than full degrees, reducing the total number of degrees completed.

Despite these challenges, the number of VET learners has remained generally unchanged and the dropout rate has not increased.

The COVID-19 pandemic has also affected international mobility of VET learners, which decreased by 78% (outgoing) and 75% (incoming) in 2020 compared to 2019.
