Margareta Nikolovska is a human capital development specialist at the European Training Foundation, an agency of the European Union that supports the reform of human capital development policies under the European Union’s external relations instruments.

With over 15 years work experience in the education sector, she has performed various assignments including policy analyses, feasibility studies, and the identification of major priorities in the vocational education and training sector. Her experience is particularly related to the policy environment in the IPA region.

Margareta is an expert in the ETF peer learning methodology that is based on the principles of policy learning. In particular, her work on the impact of education policies on schools and school management in the IPA region has contributed to the development of new knowledge about managing and leading the education sector. In 2007 she was co-editor of the ETF Yearbook flagship publication on Quality in Vocational Education and Training: Modern vocational training policies
and learning processes. Since January 2007 she has been ETF Country Manager for Albania, where she works in cooperation with local partners to ensure ownership of education policies by supporting national policymakers to take the lead in policy developments and their implementation.

She has a Master’s Degree in Public Policy and Management from the Graduate School of Public Policy and International Affairs at the University of Pittsburgh.
