digital inclusion

Process that aims to ensure that an individual – or a group – can access and use information and communication technologies (ICT) to participate fully in economic, social and cultural life.

Digital inclusion depends on four main factors:

  • access to ICT, both physical and financial;
  • motivation, including understanding of the benefits of ICT;
  • level of digital literacy;
  • confidence, including concerning online security.
