SOLAS recently published Supporting working lives and enterprise growth in Ireland. This is a new policy framework for employee development opportunities, with the specific aims of supporting working lives and enterprise growth.
In the summer of 2018, the Federal Ministry for Digital and Economic Affairs (BMDW) is introducing seven new apprenticeship programmes, covering a wide range of fields from construction engineering assistant (Bautechnische Assistenz) and glass process engineering to E-commerce merchant (E-Commerce-Kaufmann/-frau). The training contents of eight existing occupations will also be modernised. A joint feature of the new and updated training programmes is the inclusion of digital skills in the training contents, proving that digitisation as a concept has finally reached the apprenticeship training system.
In a move to strengthen the relationship between schools and the labour market, Dutch senior secondary VET schools can apply to join the Making room for the region initiative, which aims to develop qualifications in cooperation with region-based enterprises. Although qualifications are created at national level, this initiative allows VET schools to define learning outcomes in cooperation with regional partners, and to design education programmes responsive to regional developments. The proposal, from the Ministry of Education, Science and Culture initiative, was agreed in the Cabinet meeting on 9 May 2018.
In 2018, the Erasmus+ Fit2Com Skills Alliance project created, piloted and certified a new ’expert in comfort & healthy footwear manufacturing’ EQF level 5 qualification and corresponding training. It aims to address the demand for comfortable, healthy and fashionable footwear in the project partner countries of Germany, Spain, Portugal and Romania.

Assessment and recognition of competences acquired through formal, non-formal and informal learning is a significant factor helping people enter the labour market. In Lithuania, competence assessment is a distinct process separated from vocational education and training (VET) provision and performed by accredited competence assessment institutions. Currently 31 assessment centres are in place.
Reforming initial vocational education and training (VET) started in May 2018. The changes will affect one-third of upper-secondary students (665 000) currently enrolled in the vocational stream to prepare a vocational baccalaureate (Bac-pro) or a vocational aptitude certificate (CAP).

Half of adult non-native speakers do not possess active language skills in Estonian. Mastering the language has a significant impact on employability, according to PIAAC data, on wages. A recent study on the quality, impact and organisation of language training showed a high demand for Estonian language training for non-native speaker adults, indicating a need to reconsider the provision of efficient and accessible training.

Italy’s national qualifications framework (NQF) was adopted in January 2018. The Italian NQF has eight levels and its level descriptors are knowledge, skills, autonomy and responsibility. The development of the NQF responds, among others, to a need for integrating the different qualifications systems; improving the legibility, transparency and comparability of qualifications of different systems, nationally and regionally; and aiding geographic and professional mobility at national and European levels.
