The report Development of competences: adult learning and entities offering development services is part of the Human capital study (BKL) and was published in October 2018. The results show a level of adult participation in learning activities in Poland higher than usually reflected in the statistics. BKL has been managed by the Polish Agency for Enterprise Development in cooperation with the Jagiellonian University since 2009, and is financed by the European Social Fund.
On 1 September 2018, a new regulation on vocational guidance and counselling in Polish schools entered into force. Vocational guidance and counselling will be carried out in a systematic way in all types of school with the exception of art schools.
The Centre for Education Development is carrying out the Partnership for vocational education and training project, supported by the ESF-funded Knowledge education development operational programme. The project started in January 2016 and will end in February 2019. Its aim is to adapt VET to the needs of the labour market. It involves representatives of employers, VET education staff and teachers, and other stakeholders.
The Ministry of National Education is preparing the Integrated skills strategy (Zintegrowana Strategia Umiejętności - ZSU). Development of the strategy is funded by the ESF under the framework of the partnership agreement of the European Structural and Investment Funds. The strategy focuses on building, maintaining and using the country’s human capital to increase employment and economic growth and promote social inclusion. It covers general and vocational education, and initial, continuing and higher education; it also refers to non-formal and informal learning.
Two members of the Polish Institute of Labour and Social Affairs visited Cedefop on 3 May for an exchange of ideas and knowledge on a national tool for forecasting skills needs and supply in the Polish labour market.
Four short videos, made by young IVET students to promote VET, won awards at a gala ceremony held at the Ministry of National Education on 28 November 2017. The event was part of the European vocational skills week.
Employer participation in training is a government priority. VET schools and companies need better cooperation to allow learners to acquire skills and knowledge needed in the labour market. The government also believes employers are its key partners in designing VET policies.
