Having all the elements in place would correspond to having a comprehensive approach to tackling early leaving from VET. This is why you will be requested to provide an answer to all the structural indicators.
It is likely that some, or many elements, are still missing or are not fully implemented in practice. The self-reflection tool presents an ideal situation. Its purpose is to promote reflection about the current strategies to tackle early leaving from VET, and how to improve them.
