Task 4: Formulate the key evaluation questions

Key question 1: What are the questions the evaluation should answer?

  • Discussions among the members of the evaluation team. If the team considers that additional expertise is needed, it is possible to establish a steering group in charge of making the decisions about the evaluation.
  • The questions should be clear and open. There should be a reasonable number of them compared to the complexity and budget of the policy/measure. 

Key question 2: What is the information needed for the decisions to be made based on this evaluation?

Examples:

Have early leavers been reached and engaged in the measure as intended?

What effect does the mentoring programme have on participants’ motivation to learn?

What impact does the mentoring programme have on the rate of early leavers in our municipality?
