A concise guide to Norway's VET system, outlining its distinctive features and challenges.

Some of the main points:

Upper secondary vocational education and training (VET) in Norway is conducted both in schools and in public and private enterprises.

There are many possibilities for transition to higher education from upper secondary VET.

Adults over 25 have on application a statutory right to upper secondary education and training. Education should be adapted to the individual’s needs and life situation.

In higher education there is no formal or other distinction between vocational and non-vocational.

The Ministry of Education and Research has overall responsibility for education and training at all levels.

The social contract on VET, signed by social partners and the authorities in 2012, aims to increase the number of apprenticeships to meet demand from applicants.
