Portugal: national strategy for identifying and supporting NEETs

Portugal has designed an integrated strategy that aims at identifying and supporting NEETs (young people not in employment, education or training) who are not registered in the public employment service. In doing this, the government had the support of the International Labour Organization (ILO).

Based on data available from Statistics Portugal (INE), in the first quarter of 2017 there were 175 800 NEETs up to 29 years old. Among them, 67 500 are not actively trying to get back into education, training or the labour market. According to IEFP (public employment service) the strategy aims to identify 30 000 out of these 67 500 NEETs. 

The IEFP, through the Youth guarantee initiative, intends to expand its network of partners (local authorities, youth associations and private social solidarity institutions, totalling around 1 500), which, make an important contribution to identifying and supporting less advantaged young people.
