The preparation of Cedefop’s pan-European skills supply and demand forecasts is supported by a network of experts in forecasting and labour market analysis from each EU Member State. Individual Country Experts (ICEs) contribute to increasing the quality of the forecasts by commenting and validating the methods, tools and results. Cedefop organises regular technical workshops to provide a platform for experts to meet and provide feedback to Cedefop. The aim is to involve national experts in the process of preparing the forecasts, drawing on their knowledge and expertise, and to obtain country specific insights.

Workshop rationale and objectives

The workshop provided an opportunity to bring together the research team and the group of individual country experts, together with Cedefop staff, to stimulate discussions on:

  • the methodology for producing more detailed occupational results;
  • the preliminary detailed occupational results and next steps;
  • how imbalance indicators can be interpreted/communicated;
  • Cedefop’s Country Fiches.

Workshop structure and methods of working

The workshop was organised as a series of presentations and discussions. Background notes were circulated in advance. These were prepared by team members so that participants were informed on the key issues that were debated. The aim of the sessions was to develop a focussed dialogue with individual country experts. For the structured group discussions, each country expert was allocated to a country group. In each country group, the discussions was facilitated by a member of the research team and a Country Group Expert (CGE). The CGE synthesised the country group discussion and reported back to the complete workshop group.

This event was restricted to invited experts.

CareersNet, Cedefop’s network for lifelong guidance and career development, will convene in Thessaloniki on 7 and 8 June  2018. Around 40 participants will meet, including the core national experts of the network and a selection of recognised European experts on lifelong guidance policy issues.

The first day will be dedicated to methodological and strategic issues for the network’s activity. The second day will be dedicated to thematic workshops on pressing issues for the development of effective career development support in Member States.

Issues to discuss include:

  • priorities for the network’s activity;
  • building the knowledge base on lifelong guidance systems;
  • evaluation of national lifelong guidance systems;
  • linking system development with national and EU policy priorities;
  • putting guidance in context – learning, enterprises and communities.

On the 8th of June, Cedefop released the results of its new Skills Forecast up to 2030. On this occasion, a high-level event took place in Brussels (Résidence Palace).

This high-level event presented the latest results of Cedefop ’s Skills Forecast and discussed key sectoral and occupational trends, job openings across countries and their impact on skill needs by 2030. Thanks to collaboration with Eurofound, a specific focus on the future skills needed in different types of jobs, utilising the European Jobs Monitor Framework was provided. Emerging issues and future challenges for the world of work, and the implications for skills, employment and growth policies in the EU were also debated in a high level policy panel.

Cedefop’s new thematic activity ‘Governance of EU skills anticipation and matching systems: in-depth country reviews’ was launched in 2016 to support mutual learning on effective skills anticipation and skill matching, and the exchange of good practices across EU Member States.

Cedefop’s new thematic activity ‘Governance of EU skills anticipation and matching systems: in-depth country reviews’ was launched in 2016 to support mutual learning on effective skills anticipation and skill matching, and the exchange of good practices across EU Member States.

 

The initiative aims to help EU Member States develop, improve or further refine the governance of their skills anticipation and matching systems.

Since 2016, Cedefop has worked closely together with national authorities and key national stakeholder networks of six EU+ countries (Bulgaria, Estonia, Greece, Malta, Slovakia and Iceland), providing support in setting up methodological instruments that collect labour market and skills intelligence, and in promoting effective dissemination and use of results in different policy areas (such as education and training, employment, active labour market policies).

This policy learning forum (PLF) was a key element of Cedefop’s country support programme. Targeted at participating countries’ national stakeholders, as well as other interested experts, it aimed to provide a platform for learning how to put appropriate key skills anticipation methods into practice. To meet participants’ identified learning needs, the event focussed on three methods and practices of skills intelligence and anticipation:

  1. technological skills foresights;
  2. sector-based skills anticipation;
  3. practical steps of setting up tracer studies.

Key experts in these methods provided a series of lectures on methodologies and challenges of their practical implementation for policy . The PLF also included group exercises, in which national stakeholders were asked to set up mock skills anticipation tools for their respective countries, with guidance from experts from international organisations (ILO, ETF, Cedefop).

The third Policy Learning Forum (PLF) on the writing of learning outcomes in VET built on the positive experiences from the 2016 PLF on the same topic, further deepening the exchange of experiences between national experts in this area and experts from different parts of the world.

The PLF provided a platform for European cooperation on the application of learning outcomes; allowing for the identification of common challenges as well as solutions.
