Efficient use of digital technologies is becoming one of the major success factors for both individuals and societies. In July 2015, a new Digital literacy strategy for the period 2015-20 was adopted by the Czech government.

It reflects and responds to social changes and developments stemming from the growing importance of information and knowledge. Its main goal is to enable Czech citizens to exploit the potential of digital technologies for lifelong personal development.

The strategy adopts a comprehensive approach to achieve this. It covers most aspects of how ICT influences individuals in all aspects of life: employment, entrepreneurship, social inclusion, family life, public electronic services, and education and training. Various measures and initiatives are foreseen in each of these areas.

For education and training, the strategy aims to support ICT-based methods in lifelong learning. Digital literacy monitoring is foreseen, for which comprehensive information will be needed. Monitoring will cover not only the level of digital skills across society, but especially the motivational and strategic dimensions of digital literacy, social inclusion aspects and learning processes. The first step will be to examine whether the available sources of information are suitable. Qualitative and quantitative digital literacy surveys will also be conducted. These sources and their analyses will form the basis for establishing a regular data collection and processing system.

The variety of measures included in the strategy represents a major step forward in the Czech Republic’s digital literacy policy. The strategy is a joint initiative of the Ministry of Education, Youth and Sports (MŠMT) and the Ministry of Labour and Social Affairs (MPSV). It is linked to the following European strategies and national programmes.
