Tertiary attainment – sustained progress by European Union Member States
Almost half of Member States have reached the Europe 2020 target of 40% of people aged 30-34 holding a higher education degree or equivalent qualification, according to the latest data. Since the target was announced in 2010, progress has been steady, rising by around one percentage point a year. If current trends continue, the European Union should meet its target by the end of the decade.
Unemployment continues to grow in the EU, but at a slower pace now
The unemployment rate in the EU has peaked at 10.5% (higher than in 2008 by 3.4 percentage points). But between 2010 and 2012 it grew less, with some countries reporting stable or even declining trends.
Labour market prospects deteriorate for early leavers from education and training
In 2011, around 55% of early leavers from education and training were jobless (up by nine percentage points compared to 2008).
A head start for young people with vocational education
In the EU, 79% of vocational education graduates were working in 2009.
Slovakia - How to fight high youth unemployment
With a 33.2% unemployment rate in the 15-24 age group in 2011, Slovakia was the EU’s third worst-performing country in employment. In response to a letter by Mr. Barroso asking eight EU countries to rethink actions to fight their disproportionally high youth unemployment rate, the Slovak government decided to reallocate EUR 70 million from the ESF Operational programme education (OPE) to the Operational programme employment and social inclusion (OPESI). The resources will be diverted predominantly from Measure 1.1, focused on transformation of traditional schools into modern ones, Measure 1.2, focused on higher education institutions and research and development, and Measure 2.1, focused on CVET and LLL. While OPESI lacks the means to support youth employment and additional sources amounting to the EUR 70 million identified as needed, OPE features very low drawing and contracting (15.72% and 56.73% from May 2012).
ICT skill levels on the rise
One in two 16-74 year-olds in the EU now has a medium or high level of computer skills.
Does VET contribute to raising tertiary educational attainment?
In the EU, 8.5% of all 30-34 year-olds have a practically-oriented tertiary qualification, equivalent to a quarter of those with tertiary education attainment in that age group.

Italy - ECVET and the COLOR Project
COLOR is one out of seven 2nd generation ECVET pilot projects funded by the EACEA in 2011. The COLOR project pursues a two-fold objective: setting up a sustainable network of Regional Authorities, stakeholders and practitioners; and pilot testing ECVET procedures for the evaluation, recognition and transfer of Learning Outcomes (LOs).
Estonia - Developing key competences in VET
The implementation of the key competences recommended by the European Parliament started in Estonia in 2010 and is now well underway. The recommendation of the European Parliament (2006) defines eight key competences: communication in one’s mother tongue, communication in foreign languages, mathematical and technological competence, digital competence, learning to learn, social and civic competences, sense of initiative and of entrepreneurship, and cultural awareness and expression.

The European credit system for vocational education and training (ECVET) helps individuals who are trying to acquire a VET qualification to move between countries and gain access to lifelong learning. It does so by making it easier to transfer, to have recognised and to accumulate assessed learning outcomes. In cooperation with the European Commission, Cedefop provides technical and analytical support for the implementation of the ECVET Recommendation at the EU, national and sectoral levels.
 
In this project Cedefop monitors and analyses progress towards achieving targets in vocational education and training that have been agreed within the Copenhagen process of enhanced European cooperation. A new report, “A bridge to the future. European policy for vocational education and training 2002-2010” has been published on 7 December 2010. This is Cedefop’s fourth report on European policy cooperation. For the full list of policy reports see “Selected for you”.
 
Cedefop’s fourth report on VET (2009) research examines European VET policy priorities for modernising VET from a research perspective. It also takes a critical look at the drivers for and challenges to VET modernisation.
