Press release - A new initiative focuses on practical training for youth
Cedefop has been invited to provide practical support to a new European initiative intended the help young people integrate more easily into the labour market. The initiative, which focuses on apprenticeship-type, work-based learning, was launched on 11 December 2012 in Berlin. Germany and six other Member States have signed Memoranda defining the scope and objectives of future collaboration.

Portugal: programme for public employment service reform
The goal of this programme is to keep job-seekers as close to the labour market as possible and to help improve their employability by directing specific groups of subsidised unemployed people (aged 45 and above or unemployed for six months or more) to training or occupational programmes.
Spain: Training for youth employment
With a budget of nearly EUR 42 million, a statewide training programme is now being implemented for its second year addressed to improve the skills and employability of young people under 30.
Poland: dropping out of VET – How to counteract and restrict early school leaving
Poland, highly ranked in Europe in terms of share of population with at least lower secondary education in the 20-24 age group, is also very successful in reducing early school-leaving (ESL). Currently, the ESL rate in Poland, oscillating at a level of 5%, is among the lowest in Europe. The national 2020 strategy assumes it will be further reduced to 4.5%.
Finland: social guarantee for young people will come into force from the start of 2013
The Youth Guarantee will offer everyone under the age of 25, as well as recent graduates under 30, a job, on-the-job training, a study place or rehabilitation within three months of becoming unemployed. The cross-administrative Youth Guarantee takes effect from the start of 2013.
Bulgaria: opportunities for youth training in Bulgaria
‘First job’ is a national agreement signed by the government and social partners in Bulgaria in September 2012. Related to the initiative schemes have been launched targeting unemployed young people up to age 29; these are funded by the operational programme ‘Human resources development’. Activities include either vocational training or training in key competences, with the aim of increasing participants’ employability on the labour market.
Germany: international vocational training cooperation
Education and science are global drivers of innovation, economic growth and prosperity. Vocational training is increasingly becoming another such driver. The BMBF (Federal Ministry of Education and Research, Germany) cooperates with strategically important countries on vocational training and supports German providers of initial and continuing vocational training in developing the rapidly growing international education market.
Hungary – Shortage occupations and their regulation
A study was recently conducted on the shortage occupation phenomenon in Hungary. It relied on interviews, document analysis, and a survey involving 2 500 students training for any of the officially designated shortage jobs.
Sweden – Facing and countering the economic crisis through VET
Collaboration among government, local municipalities and businesses concerning additional labour market and education measures will enable those affected by the Saab company bankruptcy to recover and develop in new fields of innovation.
France - Another report for a new (another?) reform of vocational training
Last January Nicolas Sarkozy asked the former President of the Senate, Gérard Larcher, to produce a report covering an in-depth reform of vocational training. The report has been criticised by the social partners as well as by specialists in the field of training and by legal experts.
Latvia - The Government of Latvia and the European Commission support additional investment in vocational education
On 8 May, the Latvian government approved the proposal of the Ministry of Education and Science to invest an additional EUR 88.2 million from EU funds in vocational education and science. This has been the most significant contribution to the development of Latvian vocational education so far.

Quality assurance in VET is a key priority at EU level to promote increased transparency of VET policy developments between Member States, thereby enhancing mutual trust, mobility of workers and learners, and lifelong learning. In cooperation with the European Commission, Cedefop supports the implementation of the EQARF Recommendation at EU, national and sectoral level.
Forecasting skill demand and supply - Members only
Skill supply and demand forecasts provide comprehensive information on the future labour market trends using skills as the key parameter. The forecasts aim to help different labour market actors - employees, employers, students and parents, social partners, policy makers - to take informed decisions and appropriate action concerning the labour market. The forecast acts as an early warning mechanism to improve interaction between education and training systems (covering all types and at all levels) and the labour market and to avoid potential skill imbalances.
 
Understanding the contribution of VET to individuals’ career, employability and social inclusion as well as its impact on economic growth and productivity is important for assessing investment in VET compared to other types of education or learning. Demonstrating economic and social returns to training may also inform and guide enterprise and individual investment in training.
 
Cedefop supports the development of a European adult learning policy as part of the lifelong learning strategy by following up the Council’s conclusions and the European Commission’s action plan on adult learning. Cedefop monitors and reviews adult learning trends and policy developments such as wider access to and adult participation in education and training, strengthening the quality of provision and upgrading the qualifications of the adult population.
About Lifelong Guidance
Cedefop’s lifelong guidance project reviews Member States’ progress in implementing the Council resolutions on lifelong guidance (2004, 2008). To this end, Cedefop carries out research, organises knowledge sharing events and cooperates with the European Commission and Member States through the European lifelong guidance policy network (ELGPN).
First research report: Background report
To strengthen the evidence base for policy-making in the Copenhagen process, Cedefop has gathered research to examine VET policy priorities in its fourth report on VET research ‘Modernising vocational education and training’.
