Press release - Despite changing attitudes, employers are not yet prepared for an ageing workforce
Attitudes toward what used to be called “the demographic time bomb” are improving: Europe’s ageing workforce is increasingly seen as a factor of growth and innovation. Yet while employers are fully aware that the workforce is ageing, they do little to prepare for this change, and certainly not enough to make the best of it.

It is presenting its findings at the Danish Presidency conference launching the Year of Active Ageing on 18-19 January.

Press release - The right approach to training can help companies get the best out of an ageing workforce
Music and arts classes have been shown to improve wellbeing and life satisfaction at an older age. Yet formal training does not have the same effect. What is formal training doing wrong? New publication: Trainers in continuing VET: emerging competence profile
Cedefop has long tracked the changing roles and professional development of teachers and trainers in vocational education and training. In this publication, it analyses 19 Member State initiatives which aim to set out competence requirements for trainers in adult learning and continuing training. The analysis, which also covers validation of non-formal and informal learning, forms the basis of a proposed emerging competence profile for trainers.
Portugal: programme for public employment service reform

Sweden: the Swedish government's ‘youth package’ for more pathways to jobs
The goal of the Swedish government is full employment. An important part of achieving this goal is to create wider pathways to jobs for groups with a weak foothold in the labour market. The labour market situation for young people (20-24 years) causes extra concern. The youth unemployment rate has increased for a long time and has since the beginning of the 2000s remained at high levels. Due to the European economic crisis Sweden is also entering into a recession with many layoffs and job cuts as a result.

Briefing note - Silver workers – golden opportunities
It is a well-known fact that the European workforce is getting older. Instead of being seen as a demographic time bomb with very negative consequences, Europe’s ageing workforce is increasingly talked about as ‘the silver economy’ that may energise development and bring new opportunities for economic growth.

Quality assurance in VET is a key priority at EU level to promote increased transparency of VET policy developments between Member States, thereby enhancing mutual trust, mobility of workers and learners, and lifelong learning. In cooperation with the European Commission, Cedefop supports the implementation of the EQARF Recommendation at EU, national and sectoral level.
Forecasting skill demand and supply - Members only
Skill supply and demand forecasts provide comprehensive information on the future labour market trends using skills as the key parameter. The forecasts aim to help different labour market actors - employees, employers, students and parents, social partners, policy makers - to take informed decisions and appropriate action concerning the labour market. The forecast acts as an early warning mechanism to improve interaction between education and training systems (covering all types and at all levels) and the labour market and to avoid potential skill imbalances.

Continuing earlier activities on older workers and lifelong learning, this project aims to increase understanding of and provide new insights into ageing and work through new research. Its purpose is to support evidence-based active ageing policies in the context of widespread population ageing in many western societies.

Understanding the contribution of VET to individuals’ career, employability and social inclusion as well as its impact on economic growth and productivity is important for assessing investment in VET compared to other types of education or learning. Demonstrating economic and social returns to training may also inform and guide enterprise and individual investment in training.

Cedefop supports the development of a European adult learning policy as part of the lifelong learning strategy by following up the Council’s conclusions and the European Commission’s action plan on adult learning. Cedefop monitors and reviews adult learning trends and policy developments such as wider access to and adult participation in education and training, strengthening the quality of provision and upgrading the qualifications of the adult population.
