Estonia - Developing key competences in VET
The implementation of the key competences recommended by the European Parliament started in Estonia in 2010 and is now well underway. The recommendation of the European Parliament (2006) defines eight key competences: communication in one’s mother tongue, communication in foreign languages, mathematical and technological competence, digital competence, learning to learn, social and civic competences, sense of initiative and of entrepreneurship, and cultural awareness and expression.

Europass is a portfolio of five documents, designed to make skills and qualifications clearly and easily understood across Europe.
 
The European credit system for vocational education and training (ECVET) helps individuals who are trying to acquire a VET qualification to move between countries and gain access to lifelong learning. It does so by making it easier to transfer, to have recognised and to accumulate assessed learning outcomes. In cooperation with the European Commission, Cedefop provides technical and analytical support for the implementation of the ECVET Recommendation at the EU, national and sectoral levels.
 
Continuing earlier activities on older workers and lifelong learning, this project aims to increase understanding of and provide new insights into ageing and work through new research. Its purpose is to support evidence-based active ageing policies in the context of widespread population ageing in many western societies.
 
Cedefop supports the development of a European adult learning policy as part of the lifelong learning strategy by following up the Council’s conclusions and the European Commission’s action plan on adult learning. Cedefop monitors and reviews adult learning trends and policy developments such as wider access to and adult participation in education and training, strengthening the quality of provision and upgrading the qualifications of the adult population.
About Lifelong Guidance
Cedefop’s lifelong guidance project reviews Member States’ progress in implementing the Council resolutions on lifelong guidance (2004, 2008). To this end, Cedefop carries out research, organises knowledge sharing events and cooperates with the European Commission and Member States through the European lifelong guidance policy network (ELGPN).
 
The European Qualifications Framework (EQF) is a common European reference framework. It acts as a translation grid which links countries' qualifications systems/framework. It covers qualifications at all levels and in all sub-systems of education and training (general and adult education, vocational education and training as well as higher education). Its main role is to make qualifications more readable and understandable across different countries and systems. In close cooperation with the European Commission, Cedefop provides analytical and coordination support for the implementation of the EQF and carries out a number of comparative studies and analysis on issues related to the implementation of the framework at EU, national and sectoral level.
 
In this project Cedefop monitors and analyses progress towards achieving targets in vocational education and training that have been agreed within the Copenhagen process of enhanced European cooperation. A new report, “A bridge to the future. European policy for vocational education and training 2002-2010” has been published on 7 December 2010.
